Open the county's e-Permitting record lookup and search by street address or record details. This is the county's portal for submitting and tracking permit applications (linked from Planning & Sustainability → Resources & Tools).
The county's CDR Online LookUp lets you search building permits by permit number, applicant name or address.
DeKalb publishes a public Building Permit Applications layer. Each record includes the work type, occupancy type, declared valuation, square footage, status, filing and issue dates, a scope description and the primary contact on the application. You can query it in a browser, for example every application added since a date:

The layer returns up to 1,000 records per request. Many applications are filed by permit expediters rather than the contractor who will build the job.
